LOWA continues to work with Steady Construction, AMT (Engineer of Record), Orange County, and the Virginia Department of Environmental Quality (DEQ) to complete the Patrick Henry Court Drainage Improvement Project. While major construction is complete and we are in the final close-out phase, several required inspections and regulatory approvals must be completed before the project can be officially closed. We understand that completion vs. time to complete differs from expectations; we must be thorough.
Status Update:
- AMT completed the project survey on June 18, 2026, and delivered the as-built drawings on July 10, 2026.
- LOWA staff installed a new culvert at the entrance to Hollyfield Park the week of August 3, 2026.
- Steady is currently in the regulatory close-out phase, beginning with Orange County inspections, followed by DEQ, with a targeted completion date for both of September 14, 2026. While some erosion and sediment control fencing has been removed, some remain and will stay in place until released. The monitoring of grass growth and drainage will continue until LOWA is satisfied.
- LOWA and engineering support are inspecting structures to ensure they meet plan specifications, reviewing as-builts, reviewing owner concerns, and site clean-up needs to present a comprehensive punch list to Steady Construction with completion deadlines. Asphalt work is part of this process, and residents will receive advance notice before roadway work begins.
- As we work through the final items, owners in the area may see staff checking culverts and swales.
- Monitoring of landscaping will continue for up to a year post project close-out.
Why Is the Fencing Still Up?
Please do not remove, move, or tamper with the orange erosion-and-sediment-control fencing. The fencing must remain in place until regulatory agencies approve its removal. Disturbing the fencing or tampering with the turf in any way can damage completed work, create project setbacks, and delay completion.
Goal
This project has been longer than expected, and we understand the community’s frustration that it has not moved as swiftly as planned. Our goal is to complete the project as soon as possible while ensuring it performs as designed and meets all engineering and regulatory requirements. Taking the time to complete these final inspections and approvals will help ensure a long-term solution for the community.
