Issue: Lake Management Plan update

Recommendation: Management recommends the Board continue to provide input and directions on the Lake Management and Implementation Plans. 
Background: In December 2012, the BOD approved a contract with Williamsburg
Environmental Group (WEG) for design services for Keatons Run Culvert Retrofit, and 13th
Fairway stream restoration, pond retrofit, and stream daylighting.


A. Structural Projects:
USACOE APPROVED the 13th Fairway project on October 29. The permit approves the stream 1,100lft of stream restoration, stream daylighting, and the pond retrofit.  The permit does have conditions that LOWA will have to follow during and after construction.  In particular, annual monitoring reports for three years will be required.  In order to keep costs low LOWA staff in coordination with WEG will be able to complete the post-construction monitoring and reporting. 

B. Non-structural Projects: 
Ditch Reconstruction Program;
Synchronized Construction Services completed 1.0 mile of ditch reconstruction in Section 2.  LOWA staff is working with the contractor to complete additional ditch work in Section 2 to expend the budgeted $60,000.

C. Dredging Program/Schedule
Dredging is moving along in Keatons Lake. The operator is still working around the boat ramp area. Thus far, 280 cubic yards of sediment and debris has been removed from Keatons Lake.

GOLF COURSE

GOLF COURSE NUTRIENT PLAN: On March 25, 2024, the Virginia Department of Conservation & Recreation approved the LOWA Golf Course Nutrient Management Plan, which is does not need renewal until March 25, 2029. The Plan is used by International Golf Maintenance (IGM) to maintain LOWA’s golf course in a manner that protects the Main Lake and Keatons Lake by ensuring the minimum movement of nitrogen and phosphorous from the specified area of application. The Plan’s focus is to keep nitrogen and phosphorus out of our Lakes, the Rapidan and Rappahannock Rivers, and ultimately the Chesapeake Bay.
